On January 6 this year, the Ministry of Public Education will monitor the effective and correct use of budget funds in the field, take measures to prevent unwarranted interference in the activities of other public education institutions, humiliation of teachers, their forced labor, and internal control and corruption in the system. the issues of introducing a new system of organizing countermeasures were considered.
Currently, the Control and Legal Service of the Minister of Public Education and the Department of Internal Audit and Financial Control are working to coordinate and organize the above issues.
At the meeting, the Department of Internal Audit and Financial Control was tasked with a number of tasks, such as ensuring the prevention of embezzlement and looting of budget funds and strengthening the prevention of them. Many issues to be addressed in the future have been identified.
In particular, January-March was declared the current quarterly period for employees of the internal audit service. A separate "red" list for areas where there is a risk of illegal spending will now be clearly defined. In these areas, the process of financing wages and allocating additional funds is constantly monitored. The implementation of the approved budget performance targets for the current fiscal year will be fairly assessed.
In addition, the Control and Legal Service will conduct a comprehensive analysis of corruption factors, dividing the territorial departments of public education into "red", "yellow" and "green" categories. "Diagnosis" is carried out in each office. At the same time, the quarterly board meeting includes critical discussions ranging from the central office of the public administration to the lowest level representative. Specific measures will be identified to eliminate them. With the involvement of the public, law enforcement agencies and local authorities, the "Corruption-Free Zone" projects will be gradually implemented in areas where corruption is rampant.
The prevention of misappropriation and looting of budget funds will be ensured, and modern mechanisms will be introduced to prevent them.
The meeting identified outsourcing services in public education, as well as public procurement, public property, public-private partnerships, hotlines, official websites and other relevant issues.
In order to prevent violations of budget legislation, instructions were given to identify comprehensive measures to further expand the use of information technology and integration with relevant databases.
