Respected district (city), foreign language Methodists of regional public education administration, Foreign Language teachers of the Regional Institute of professional development !

Today, I would like to talk with you about the implementation of the tasks set out in the decree of the president of the Republic of Azerbaijan on "measures for further improvement of the system of learning foreign languages" of December 10, 2012.

As you know in this decision, the main goal is to improve the system of teaching the growing younger generation to foreign languages,training specialists who can speak these languages freely, to create opportunities for them to use the world civilization achievements and information resources on a large scale, to develop international cooperation and communication.

For this purpose, the state educational standards of foreign languages were created and approved for the system of continuous education, and foreign languages in schools began to be taught from the 1st grade from the 2013-2014 academic year.

On the basis of this DTS and the curriculum, textbook complexes for 1 and 2 classes (textbook, teacher's book, exercise book and DVD disc) were created and published and delivered to students free of charge. 

Today, textbook complexes created for 3-th classes from foreign languages are being tested. The textbooks of the current 5-9 classes are processed and published in accordance with the new state educational standards, which are also delivered to free places.

In the primary classes, 17222 foreign language rooms were prepared for teaching foreign languages and all of them were provided with DVD-tape recorder, educational-visual weapons, dictionaries and literature. Last year, 6650 units of primary classes were supplied with laptop computers, proectors and other technical equipment, and 1500 units of equipment for 5-9 classes, this year 6624 units of foreign language rooms will be supplied with technical equipment and equipment.

Since March 1, 2015, in addition to the current system of professional development, measures have been taken to organize one-time continuous courses of professional development in all districts and regions of the country. These courses, which work continuously, cover 20 thousand teachers a year.

In order to organize these courses qualitatively, 732 experienced teachers with the highest qualifications from all districts were selected and on January 26-February 6 this year, they were prepared as trainers at the same institute in a special course of 36 hours.

These trainers train English teachers from 1 to 6 hours a day per week in 552 base schools equipped with the most modern technical tools. It will focus on developing the oral speaking skills of the teacher and the methods of working with young children, preparing them for tests prepared on the basis of international requirements from foreign languages.  

Training programs, manuals and distribution materials for these qualification courses are being prepared by the inovasion Center at Uzswlu.  This process is coordinated by territorial qualification Institutes of public education in the regions.

Based on the results achieved, the curricula will be improved and thus the quality of Foreign Language teachers will be improved.

Another innovation is that in each school and district among English teachers (the best English teacher of the year( the regulation on the organization and conduct of the examination competition was developed. According to him, Foreign Language teachers are encouraged financially and spiritually. Regional stage winners will be sent to language learning centers in Europe for experience exchange service trips.

The timely and qualitative Organization of these depends on us all, especially on the Regional, District foreign language Methodists sitting in this hall, and on the responsibility of the Regional Institute for professional development for foreign language. Including,

Admission and registration of listeners to the courses is carried out by the order of the rector of the relevant Regional Institute on the basis of lists of educational departments of the district.

The control of the quality of training is carried out by the regional education management bodies, together with the relevant regional institutions, while the district education departments ensure the attendance of listeners in weekly courses.

The lessons conducted and the attendance of the listeners are recorded by the trainers in the documents(journals), which are kept in a strict account, together with the regional institutions are monitored by the district education departments.

Similar tasks will be explained to you today. Lunch is prepared, then your level of knowledge and methodical skills from the English language will be tested and those who are considered worthy of their profession will improve their skills in the innovation center of Uzswlu in the volume of 144 hours.
