On measures of the president of the Republic of Uzbekistan to further improve the pre-school education system in 2017-2021 (on the basis of the decree of the president of the Republic of Uzbekistan(on the role and new approach of pre-school educational institutions in the qualitative preparation of children for school education

In the years of independence, the National Education and training system of the Republic has risen to the level of the main priority direction of the state policy. As a result of the successful implementation of the national program of Personnel Training, developed under the direct leadership of the first president of the Republic of Uzbekistan Islam Karimov and widely recognized by the world community, a unique system of continuous education has been restored in the country.

In the system of continuing education, which is applied to practice in Uzbekistan, preschool education has become an important stage in which the child is healthy, comprehensively developed, strives for his education and arouses his initial interest in learning.  

It should be said that during the former regime, the pre-school educational institution came into practice as a place where their children were kept mainly (unintentionally) when the parents were at work.

Today, preschool education has become the first and important unit of upbringing of a child, physical and spiritual development, as a person. Preschool education in our country is carried out in state and non-state preschool institutions until the child reaches the age of six to seven years.

Today, 668 497 children are brought up in total 4916 pre-school educational institutions in the Republic. In addition, 194 non-governmental pre-school educational institutions operate in our country, covering 11 746 educators.

Experts argue that a person receives 70 percent of all the knowledge that he will receive in his lifetime at the age of 5 years. Now imagine in this place the role and importance of preschool institutions in the education of the future generation.

In the following years, a number of systematic work is carried out aimed at increasing the effectiveness of activities of preschool educational institutions and strengthening the material and technical base. Only in 2015-2016, 459 pre-school educational institutions were perfectly repaired and equipped in accordance with modern requirements.

At the same time, the improvement of state requirements for educational programs and educational plans of pre-school educational institutions remains an urgent issue today. The material and technical base of most preschool institutions does not meet the modern requirements. The indicator of coverage of children in preschool education still remains low.

In this regard, the resolution of the distinguished president of our country on measures to further improve the pre-school education system in December 29, 2016 (2017-2021) provides an opportunity to radically reform the pre-school education system, reorganize it at the level of modern requirements and create the necessary conditions for the comprehensive development of children.

This decision provides for the implementation of large-scaleeksex activities for the years 2017-2021. It sets out to radically improve the level of preparation of children for school, the application of modern educational programs in the educational process, the creation of conditions for the comprehensive, moral, aesthetic and physical development of children. In particular, special emphasis is placed on measures to improve the quality of preschool education, radically improve the quality of children's preparation for school.

There are a number of variations in the education of children in the family and kindergarten. This is seen primarily in the process of preparing the child for school.

A child who does not attend a pre-school institution can not initially join other children when he comes directly to school. Because they are relatively shy because they grow up in a more family environment. And in preschool institutions, children developed skills for communication not only with peers, but also with adults.

In this sense, on the basis of this program, the quality of preschool education is radically improved, modern advanced experiments are introduced to the educational processes in it. The personality of the child is not only to teach him the letter, but also to form positive qualities in him, in his psyche a sense of respect for the surrounding world, society and parents, as if loving the native land, sacred feelings are absorbed. 

It is also envisaged to create and develop alternative forms of pre-school education in addition to traditional forms of preparation of 5-6-year-old children for school education in preschool institutions. In particular, it is planned to organize 6100 short-term groups in pre-school educational institutions of our country. The establishment of short-term groups in the preschool institution remains an effective form of preparing children for school education.

Another important aspect of short-term groups is that these groups, on the one hand, give convenience to young families, that is, give them financial relief. And most importantly, the coverage of children for preschool education is increased, and in primary classes the peacock between students is eliminated.

Another important aspect is the provision of necessary didactic games and toys for the development of intellectual abilities of children in preschool institutions, the establishment of small libraries. I believe that the child plays an important role in his / her interest in artistic literature from an early age and, most importantly, plays an important role in his / her adult life as children who are compassionate and loyal towards our mother and Motherland.

The decree of the president of the Republic on training and professional development of pedagogical personnel for pre-school educational institutions has been fulfilled. The times are progressing rapidly. Techniques and technologies are being updated every year. Taking into account modern pedagogical technologies and methods, great attention is paid to the improvement of educational plans and programs of training and professional development of pedagogical personnel in preschool institutions.

Training and professional development of pedagogical personnel for pre-school educational institutions will be improved taking into account modern pedagogical technologies and techniques.

The material and technical base of 2200 pre-school educational institutions will be strengthened, including new pre-school educational institutions will be built in the village population's punches, providing them with inventories, equipment, educational and methodological manuals, multimedia resources meeting modern requirements.

In order to carry out these activities, a total of 2.2 trillion soums are planned to be spent.

I would like to draw your attention to one important aspect. In pre-school educational institutions under construction, it is planned to be built on the basis of a new project, unlike its predecessors. In particular, the construction of summer awnings, swimming pools with a new form and comfortable conditions for children is taken into account.

Having successfully implemented the activities defined by the resolution, we will achieve the following noble goals:

high-quality pre-school education will be provided, children's preparation for a quality school will be radically improved and alternative programs will be introduced to the educational process;

6100 short-term groups will be formed, which is an alternative form of preparing children for school;

The system of preparation of children aged 3-6 years who are not covered by pre-school educational institutions for school education is introduced by providing their parents with methodical manuals;

a network of pre-school educational institutions is provided by 50 new buildings, reconstruction of 1167 existing facilities and perfect repair of 983 facilities;

in pre-school institutions in rural areas, the parents ' fee is reduced by up to 30 percent;

it is achieved to increase the coverage of children in preschool education by 1.5 times.

Today, the comprehensive reforms carried out in our country, which are carried out in order to contribute to the development of our state by finding a worthy place in society with less than none of the sons and daughters, their harmonious adulthood, full manifestation of their abilities and potential, are giving its effect.

The deeply thought-out reforms carried out in the field of Education, First of all, open the way to positive changes in consciousness and thinking, and ultimately play a decisive role in the improvement of the people's spirituality.

The noble actions initiated by the first president of the Republic of Uzbekistan are continuing today, and the system of training of qualified personnel plays an important role in the construction of the great future of our country with its strategic goals.

The adoption of the decree of the president of the Republic of Uzbekistan (on measures to further improve the pre-school education system in 2017-2021) will serve as an important document that will form the first imaginations of children in the hearts of science, education, sports, create a strong foundation for their spiritual maturity and perfection, fulfill the duty of debocha.
