Preliminary question: I am a Russian language teacher with 30 years of experience. I retired in May 2020 at the age of 54, but I still work at school. Will benefits and allowances be paid to teachers of the 2nd category in retirement, if they also go to remote areas?

Answer: in accordance with the Decree of the President of the Republic of Uzbekistan dated January 9, 2021 No. 4940 “on measures to attract qualified specialists to budget organizations in remote regions”, special surcharges are applied to the basic tariff rates of teachers-teachers of only the highest and first category attracted from other regions to teach in schools with a low level of education and are established benefits. Additional payments to teachers of the 2nd category or without a category are not provided.

The next question concerned whether a teacher with a higher education, who has a primary school teacher's specialty, can go to a remote area and receive training.

The Presidential decree ”on measures to attract qualified specialists to budget organizations in remote regions" established that special allowances and benefits are established for teaching in schools with a low level of education to the basic tariff rates of only teachers-teachers of the highest and first category, attracted from other regions. In your case, you can teach at these schools at your discretion. But you can't use special privileges.

Next question: I live in the city of Karshi, Kashkadarya region. I am a chemistry teacher of the highest category. My master's degree. I would think if I had a vacancy from a remote area, because my lesson with this category in Karshi is not completed.

In accordance with the Decree of the President of the Republic of Uzbekistan No. 4940 “on measures to attract qualified specialists to budget organizations in remote regions”, specialists with higher education who arrived in budget organizations located in remote regions to work from other regions are paid a one-time cash payment in the amount of 50 times the basic estimated amount and compensation for renting (hiring) residential premises. monthly monetary compensation is provided in the amount of 2 times the basic estimated amount.

According to the decree, starting from March 1, 2021, teachers of the highest and first category, attracted from other regions to teach in schools with a low level of education, will be added to the basic tariff rates:

✅50 percent if they work within the same administrative-territorial unit from other districts and cities;

when carrying out activities from another administrative-territorial unit, a 100% surcharge is paid.

At the same time, it has been established that teachers-teachers of the highest and first category who have worked in another region for at least one year are involved in teaching in schools with a low level of education

Question: if I go to a school with a low quality of education and work, will I be paid initial benefits and monthly compensation payments, do I qualify for the first category?

Answer: Resolution of the President of the Republic of Uzbekistan No. 4940 of January 9, 2021 established separate payments to teachers attending schools with low quality of education and living in remote areas.

In particular, if a teacher of the highest or first category attends a school that does not have a high quality of education, but is located in a remote area, based on the requirements established for him:

ü monthly special allowances,

ü initial payment
ü and monthly compensation payments are paid.

In addition, if this school is not located in a remote area, it will be assigned special monthly allowances.

Question: Hello, teacher of the highest category, when traveling to remote areas, can I simultaneously receive allowances established by the Decree of the President of the Republic of Uzbekistan No. 4940 and the Decree of the Cabinet of Ministers of the Republic of Uzbekistan No. 471 “on further stimulation of the work of teaching staff working in educational institutions located in remote areas"?

Answer: if the school to which the teacher goes is located both in a remote area with a low quality of education and in rural areas, then teachers can be paid special monthly allowances established simultaneously by two resolutions.

The last question: Will these allowances be applied to teachers who previously worked in remote areas?

Answer: in accordance with the decree of the President of the Republic of Uzbekistan dated January 9, 2021, from March 1, 2021, special allowances have been introduced to the basic tariff rates of teachers of the highest and first categories attracted from other regions to teach in schools with a low level of education. To do this, you must have worked in another region for at least one year after making the decision, and in order to enroll in a school with a not very high level of education, you must have 1 year of pedagogical activity in another region.
