The topic of today's report is decrees, resolutions and other normative acts aimed at the development of the public education system, as well as the responsibilities of employees of the sphere for their implementation.
In the period from June to December 2018, under the leadership of the head of our state, two meetings were held on reforming public education and improving the quality of education in the country. During this period, a number of resolutions and decrees were adopted aimed at the development and improvement of the industry.
These documents determined the priority tasks of the Ministry of Public Education of the Republic of Uzbekistan aimed at the development of the sphere.
In particular, the Ministry of Public Education is tasked with such tasks as improving the quality of education, in particular the status of teachers, providing educational institutions with modern personnel, further strengthening the positions of the Ministry, improving conditions for employees, introducing ICT and international experience into the field, as well as developing public-private partnerships.
At the same time, the President defined the tasks of local authorities. In particular, they are entrusted with such tasks as construction, repair of public education institutions, preparation for the new academic year, the autumn-winter season, ensuring the safety of schools, attracting investment and sponsorship funds.
Separately, it should be noted that the main goal of the reforms that are planned to be implemented is to increase the status of the teaching profession in our society. Therefore, initially great importance was attached to the legal protection of teachers and the improvement of their working conditions.
First of all, the involvement of teachers in forced labor and forced subscription, as well as in various meetings, was stopped. The number of documents maintained by teachers has decreased from 7 to 3. At the same time, the number of inspections of schools has decreased by 26 times. As a result of the conditions created for teachers, 13 thousand male teachers returned to schools in 2018. Only in 2018, young specialists who graduated from more than 11.5 thousand higher educational institutions (more than 1900 in 2016, more than 9500 in 2017) were employed in schools. Since January 1, 2019, in connection with the full payment of benefits to teachers of retirement age, more than 7 thousand experienced teachers have returned to work in schools.

It is gratifying that today the development of the public education system is becoming a nationwide movement. The funds allocated to the sphere are increasing. Also, support for the public education system is becoming a popular movement. In particular, the chairman of the Jokargy Kenes of the Republic of Karakalpakstan, Musa Yeriyazov, was awarded the badge "sponsor of education" for allocating the largest amount of additional funds to finance schools from the local budget. One of the important innovations in this area was the creation and operation of the control and legal service of the Minister of Public Education. In the field of public education, work was carried out in several areas aimed at protecting employees and preventing corruption. Public control has been strengthened in educational institutions, a virtual inspector "teacher's voice" has been launched. Supervisory boards were introduced. The head of the school was granted the right to financial incentives in the amount of 10% of the total amount of income at his own request. In particular, teachers' salaries have been increased. As a result of the increase in the number of students and the improvement of conditions, 43 school branches were transformed into secondary schools (in 2016 there were 1,138, in 2017 -1,348, in 2018 -1,299 branches).
In addition, in 2018, 1815 schools were repaired at the expense of the local budget, for which 189 billion rubles were allocated. the amount spent.
In order to ensure the openness and transparency of construction and repair works of educational institutions and the establishment of public control, an online monitoring system has been created on the Ministry's website (stat.uzedu.uz ) launched. As a result, the schools were put into operation more timely and efficiently than last year.
State educational standards and educational programs of general secondary education have been gradually introduced into practice since the 2017-2018 academic year. Including:
Stage 1: from the 2017-2018 academic year 1, 4, 6, 7, 10- in the classrooms;
Stage 2: from the 2018-2019 academic year 2, 3, 8, 9, 11- in the classrooms;
Stage 3: implemented in 5 classes from the 2019-2020 academic year.
Another important innovation is the assessment of students' knowledge based on international standards in 2021, that is, preparation for the transition to the PISA system.
In connection with the transition to an 11-year compulsory education system, having studied international experience, a new curriculum for grades 10-11 was developed in 2017, in which academic subjects were optimized from 23 to 12.
In 2017, 9.0 million textbooks were sold in 140 titles for grades 10. In 2018, 9.7 million textbooks were collected in 137 titles for grades 11.
Since the 2017-2018 academic year, he switched to an 11-year compulsory system of general secondary education. Currently, 736,185 students of grades 10-11 are enrolled in secondary schools.
Also, in connection with the transition to an 11-year compulsory education system, a new mechanism for vocational training of students has been introduced. In the 2018/2019 academic year, 737,642 students (including 1,457 students from non-governmental educational institutions) are studying 51 professions on the basis of vocational colleges of students in grades 10-11 in 1,748 educational and industrial complexes (including 1,457 students from non-governmental educational institutions) (in 2017-40 professions in 1,488 complexes for 279,124 students). Measures are being taken to expand educational and industrial complexes through new professions, such as an ICT programmer, computer designer, computer setup technician, which are expected to be in demand in the labor market and will be highly paid. The regulatory and legal framework for the organization of the educational process in educational and industrial complexes has been created. In particular, the qualification requirements for professions, criteria for evaluating students in educational and industrial complexes and the procedure for conducting final certification are defined. Curricula and programs have been developed and approved.
