Graduated from the University of World Economy and Diplomacy. Specialization - foreign economic activity. Researcher at the Academy of Public Administration under the President of the Republic of Uzbekistan. He speaks Uzbek, Russian and English to perfection. Married, has one child

1) Complying with the requirements of the Constitution and the laws of the Republic of Uzbekistan, as well as other regulatory and legal acts;

2) Realizing general management of the Ministry’s activities, organizing the tasks and functions assigned to the Ministry by the decisions of the President of the Republic of Uzbekistan, the Cabinet of Ministers and other legislative acts;

3) Conducting a critical and in-depth analysis of the implementation of complex programs and measures to further improve the activities of the Ministry, approved by decisions of the President of the Republic of Uzbekistan and the Cabinet of Ministers;

4) Developing and adopting effective measures for unconditionally ensuring the achievement of projected indicators related to the activities of the Ministry, its territorial divisions, subordinate organizations;

5) Interacting with the services of the Presidential Administration of the Republic of Uzbekistan and the bodies of the Cabinet of Ministers, as well as relevant ministries and departments on matters within the scope of the Ministry’s activities, participation in consideration of issues at meetings of the Cabinet of Ministers and its Presidium;

6) Executing instructions of the President of the Republic of Uzbekistan, the Prime Minister of the Republic of Uzbekistan and his deputies;

7) Determining the authorities of his deputies, the distribution of duties between them, determining the authorities of other officials of the Ministry, establishing the degree of personal responsibility of his deputies and other officials for the management of separate areas of the Ministry;

8) Organizing the planning of the activities of the Ministry, approving the quarterly work plans of the Ministry and his deputies, ensuring control over the implementation of them;

9) Creating an effective system of organizing and monitoring the execution of decisions and instructions of the President of the Republic of Uzbekistan and the Cabinet of Ministers, implementing comprehensive measures to strengthen executive discipline in the activities of the Ministry, and taking measures to increase the personal responsibility of heads of territorial divisions and subordinate organizations for timely and high-quality execution of instructions in accordance with the Decree No. PD-2881 of the President of the Republic of Uzbekistan on April 11, 2017  “On personal responsibility of state advisers to the President of the Republic of Uzbekistan, heads of the Cabinet of Ministers and its bodies, state and economic management bodies, as well as governing bodies of all levels for the effective and efficient execution of acts and instructions of the President of the Republic of Uzbekistan, as well as for strengthening executive discipline” and Decision No.12 of the Cabinet of Ministers on January 12, 1999 "On measures to strengthen executive discipline";

10) Organizing systemic retraining for and improving the qualifications of the staff of the Ministry;

11) Selecting and placing of personnel in the system of the Ministry, the creation of the necessary conditions for their effective activity, the formation of personal reserve of the Ministry;

12) Ensuring the guarantee of professionalism, competence, practical experience, a high level of moral qualities of personnel offered for vacant positions included in the nomenclature of the President of the Republic of Uzbekistan, the Presidential Administration of Uzbekistan and the Cabinet of Ministers, as well as other personnel employed by the Ministry;

13) Organizing qualitative development of draft legal acts on the scope of activities, their timely submission to the Cabinet of Ministers in strict accordance with the requirements of the laws of the Republic of Uzbekistan “On regulatory legal acts”, “On the procedure for preparing draft laws and their submission to the legislative chamber of the Oliy Majlis of the Republic of Uzbekistan ”, Decree  No. PD-5505 of the President of the Republic of Uzbekistan on August 8, 2018 “On Approval of the concept for improving rule-making activities”, Regulations of the Administration of the President of the Republic of Uzbekistan, approved by Decree No. PP-5519 of the President of the Republic of Uzbekistan on August 26, 2018,  and the Regulations of the Cabinet of Ministers of the Republic of Uzbekistan, approved by Decision No.62 of the Cabinet of Ministers on February 14, 2005, as well as participation in their development in the Office of the Cabinet of Ministers, protecting them in front of management of the Cabinet of Ministers and reconsideration in the Administration of the President of the Republic of Uzbekistan;

14) Organizing legislative activities of the Ministry in accordance with the laws of the Republic of Uzbekistan "On normative legal acts", "On the procedure for draft laws and submitting them to the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan" and the Model Regulations on legislative activity of state and economic management bodies, and executive bodies, approved by the Decision No.345 of the Cabinet of Ministers of October 17, 2016;

15) Ensuring full and comprehensive consideration of proposals and drafts of regulatory acts submitted to the Ministry, conducting thorough economic, financial, legal and other inspections, as well as agreement (endorsement) within the deadlines established by the Regulations of the Administration of the President of the Republic of Uzbekistan and the Regulations of the Cabinet of Ministers;

16) Organizing official travels of managers and employees of the Ministry in accordance with the requirements of the Decree No. PD-2142 of the President of the Republic of Uzbekistan on March 5, 2014,  “On measures to improve the procedure for the departure of officials to foreign countries” and No. PD-3170 on August 3, 2017, “On measures to further increase the personal responsibility of officials for the effectiveness of their stay in foreign official missions and the organization of visits of foreign delegations to the Republic of Uzbekistan”, ensuring the validity, efficiency and effectiveness of official travel, targeted and rational use of funds allocated for travel expenses;

17) Systematically conducting a critical analysis of the efficiency and productivity of the activities of their deputies and heads of territorial divisions, as well as subordinate organizations, hearing their personal reports at meetings of the board of the Ministry, taking the necessary follow-up measures;

18) Addressing issues of encouraging employees of the Ministry and bringing them to disciplinary responsibility, making proposals on encouraging his deputies and bringing them to disciplinary responsibility, including to consider questions of the appropriateness of their continued presence in the position held, the implementation of systemic measures to enhance their personal responsibility;

19) Ensuring compliance with the requirements of the Rules of Ethical Conduct of Ministry employees approved on the basis of the Model Rules for the Ethical Conduct of Government Employees and Local Executive Authorities, approved by Decision No. 62  of the Cabinet of Ministers on March 2, 2016;

20) Taking measures to prevent corruption and other offenses in the system of the Ministry in accordance with the requirements of the Law of the Republic of Uzbekistan "On Anti - Corruption", as well as identifying, analyzing, eliminating the causes and conditions conducive to their commission by developing and implementing measures to improve law enforcement and legislation ;

21) Ensuring the introduction of modern forms of organization of the activities of the Ministry and its territorial divisions, as well as subordinate organizations;

22) Improving the efficiency, quality of provision and availability of public services, including through the implementation of the “one window” principle, while interacting with the public, business entities and using modern information and communication technologies in the framework of implementing the Law of the Republic of Uzbekistan “On e-government”;

23) Organizing of effective operation on the consideration of appeals of individuals and legal entities, the establishment of a direct and open dialogue with the population, the systematic conduct of personal receptions, including retreats of individuals and representatives of legal entities, in the terms and procedure established by the Law of the Republic of Uzbekistan "On Appeals of Legal and Natural Persons";

24) Organizing effective interaction with the People’s Receptions of the President of the Republic of Uzbekistan, active participation of employees and managers of the Ministry in their activities, ensuring timely and full consideration of appeals from individuals and legal entities coming from the Virtual Reception Office of the President of the Republic of Uzbekistan;

25) Complying with legal requirements when working with information classified as state secrets and confidential information;

26) Introducing changes to the approved structure of the central office within the established total number of management personnel, as well as approving the structure and position of territorial administrations, branches and other subordinate organizations that takes into account the maximum number of their management personnel;

27) Realizing the general management of the activities of the Ministry;

28) Appointing and dismissing employees of the central office of the Ministry, heads of territorial divisions, as well as subordinate organizations without the consent of the local executive authorities;

29) Providing recommendations to supervisory boards for the appointment and dismissal of heads of educational institutions;

30) Issuing orders and giving instructions, obligatory for implementation by officials of the Ministry, territorial divisions, subordinate organizations, as well as monitoring their execution in the established manner.
